Utah: the question, asked while outcomes rose.
Thirteen years of payments from every district and charter in the state: $26.7 billion disclosed in total, $308 million of it to named instructional and assessment vendors across 157 of 159 districts. Utah's outcomes held up. Its ledger shows what that looks like from the spending side, including one literacy provider that grew from almost nothing to a presence in 126 districts.
